Question artifact on windows 11 snipping tool

so its my 2nd time i notice when i try to draw in widows 11 snipping tool it gives artifacts like this last time the artifact was outside the window too, it doesn't happen always like i said this is my 2nd time in the week i wanna know if this is a problem with my GPU or i shouldn't worry about it i play games with it on ultra settings i have no problem besides coil whine and its a used GPU that's why I'm worried

Those shimmering dots could be result of bad signal cable.
Try changing video cable from pc to monitor.

Could also be corrupted drivers.
Try reinstalling graphics card drivers.

If none of that helps, start suspecting your graphics card.

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:

include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

Use DDU to remove all GPU drivers(Intel, Nvidia and AMD), then manually reinstall with the latest driver sourced from AMD's support site, in an elevated command, i.e, Right click installer>Run as Administrator.
