Question Asrock B150 Pro4/D3 wont boot

Hi Everyone .

I have the motherboard Asrock B150 Pro4/D3 . With GTX 1050 Ti graphics card. 8 gigs of ram ( vaulve set) and a 500watt psu. Problem is that the no signal on my monitor happens sometimes... not always. To be more precise, there are times that my pc will work normally it will boot etc. and some times it will power up with no visual on the monitor. I have tried replacing ram . changing gpu, changing psu still nothing. Tho the times it doesnt boot i clearly see that neither the keyboard nor the mouse are powerd up ( i got both razer with rgb so i see when they are working). Its like it stuck on trying to boot and cant.

Any suggestions?

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:

CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

I have tried replacing ram . changing gpu, changing psu still nothing.
Please pass on the parts you've used to troubleshoot the system with. In fact, if you're using an used PSU, please mention it's make and model and age as prior stated.

CPU: Intel core I3 -7100
CPU cooler: Intel cpu cooler
Motherboard: Asrock B150m Pro4s/d3
Ram: 2X Corsair DDR3 8 GB per dim ( for a total of 16 GB)
SSD/HDD: SSD KIngstron A400
GPU: Asus GTX 1050 TI 4GB
PSU: Turbo-X 450W (Power Supply Value Model : ZU-0130A) i have it for 4 and half years ( i got it brand new back then)
Chassis: Tessaaxx Core 1
OS: Windows 10
Monitor: LG 32 ( also tried on Samsung 27)

Also tried one other ram Corsair TR3x6g1600C8d 2gb dimm. and one more psu that is 650 w from Bitmore.

PS. I saw that when i power my pc the gpu Fans are starting and after 3-4 secs are stoping ( when the pc doesnt boot up ).
Also as i said above , this is not a continued issue but something that happens sometimes, yet i have no idea why it is happening or when it doent happen what changed... cause i havent done any upgrade or modification to that pc since the last upgrade of the gpu about a year ago.
