ASROCK OC Formula x99 error message

Hi computer gurus! I'm stuck on an error message.

I bought this motherboard and there are nothing but problems with it. I am now stuck on the 99 error read message which states "Problem related to PCI-E devices. Please re-install devices or try installing them in other slots. If the problem still exists, please remove all PCI-E devices or try using another VGA card."

I only have the GTX 980 ti graphics card and have nothing else to troubleshoot with. This card has been uninstalled and reinstalled over 7 times and I don't get it. I've tried clearing the CMOS again but it's the same stupid error. Connections have been checked from the card, mobo, and display. All are good.

I have already tried ALL other options repeatedly and have nothing else. I need to be able to install and update drivers for the motherboard if I can ever find them. However I can't think of anything else that I can actually do. RAM is fine, RAM is properly installed. The graphics card is installed and properly seated in the motherboard in the correct PCI-E slot. I only have the SSD SATA cable plugged in so I could (eventually) load the OS, RAID configuration, and then the programs I plan to run. Right now it seems I just wasted a lot of money on a motherboard.

Any ideas on what else I can do?
 
I need to delete this thread! I found out how to fix what was going on and can't find a way to delete this? Administrators? I seriously thought that this wasn't posted since I did have the error code. However it did post and I apologize for the confusion.
