Question ASRock X299 taichi RAM not showing up

I was noticing some weird glitches with my old motherboard and CPU, so I decided "what the heck" and upgraded them both. The problem is, now only half my RAM is working. I've done everything I can think of to remedy the issue: switched the sticks around, tried the 2 slots instead of the 1 slots, updated the BIOS, reseated the CPU after air dusting the socket. I even returned the motherboard and got a new one sent to me, but the same thing happened when I got everything up and running again, with the exact same slots being the only ones working. I am officially stumped. Anyone have any ideas what's going on?

Any thoughts? The new CPU is working great, but this RAM issue is really bothering me. Please, someone with greater knowledge enlighten me!
