Just have the SSD drive your OS will be loaded onto and leave out the other drive for now.
Check cabling and connections and try switching SATA ports to test.
There is a function key that will allow you a choice of boot device, I think it is F8 so press that key during Post cycle.

Check you have installed the M.2 SSD correctly if that's the boot device.
If no go then update your Bios and try again.

I am not sure if i go for checking the cables and m2 ssd because i see the drives in the bios
see the pic here in bios

The only thing i can think of is updating bios

yes, this is a new build. with completely new M2 drives and ssd just installed. There is nothing on those drives and they are not even formatted i think because that's how i believe they are shipped
pressing f8 to select the boot device gives error "the system cannot find any bootable devices"

I was just trying to install linux with a bootable usb but nothing is listed in the boot priority and pressing F8 throws error
"the system cannot find any bootable devices"

Did you manage to fix it? I have a B460-H and a 2TB Seagate Barracuda HDD and I’m having the same issue, it is recognized as a storage device but not as a bootable one.

Already swapped cables, enabled UEFI in compatibility mode, enabled AHCI, disabled secure boot and disabled fast boot, any ideas?
