Question Asus H510M-K - No POST if anything is connected to it ?

(Background) To clarify I am a technician... It is my day job to build, repair, upgrade and troubleshoot computers Working on computers puts food on my table and pays my rent. I have access to testing equipment, and extra hardware. Computers have been a hobby for me for 14 Years, and I have been in the industry as a professional for 5 of those Years.

- I have seen issues that make me believe in the ghost of the machine lol.

Now to the issue that's humbling me.
I have a friend's Asus H510M-K Motherboard that "stopped working" one day, and I have no idea how to fix it.

-The system completely dead when I got it, power cord in, press the power button and nothing happens (Cricket Noise).
-Unplugged power, Removed GPU (Palit Jetstream GTX 970 - Tested and Working), plugged in a speaker, removed cmos battery left it for a few min came back put the battery back in plugged in, pressed the power button, system turns on - No Post / No Beeps / CPU Fan @ Mach 5.
-Turned off psu, unplugged power cord, removed the ram (2x 16gb DDR4 2666 - Tested and Working) Pressed power button, system dead - No Power / No Fan / No Beeps.
-Unplugged the psu, pressed power button a few times, jumped the clr cmos pins, plugged in the psu, pressed the power button, system turns on - Speaker makes long beeps (Ram not installed) / CPU Fan sounds normal.
-Unplugged psu, pressed the power button a few times, installed one of the ram sticks (First Slot), Plugged in psu, pressed power button, System Dead - No Power / No Fan / No Beeps.
SIGH...
-Unplugged psu, removed cmos battery and jumped the clr cmos pins (F**K IT). Went to make some coffee... Came back installed battery, plugged in psu, press power button, system starts up - No Post / No Beeps / CPU Fan @ Mach 5... Again.
-Removed all remaining hardware and connections from the board: 512 Kioxia NVME SSD - Tested and Working / 2x Sata HDD's - Tested and Working / USB 2 & 3 headers / All USB devices / Case IO Connectors / Case Fan. Then double checked the 4+4 Pin EPS and 24 Pin ATX connections. (I just need the bios) - Plugged psu in, jumped the power switch pins, system dead - No Power / No Fan / No Beeps.
-Unplugged psu, removed cmos battery, jumped the clr cmos pins again. Put battery back in, plugged in, jumped power pins system starts up - Slight Pause / Beep / Asus Splash Screen / AMI Asus warning stuff / Press F1 to enter setup. (YES!!!)

-I Press F1, Into Bios, Everything detects, Load Defaults, then I turned off Asus "stock overclocking" settings. Save and Exit - No Post / No Beeps / CPU Fan goes to Mach 5. (UHM...)
-Unplug psu, hold power button, install nvme, connect only power button header, plug in psu, press power button, ANNND... system dead - No Power / No Fan / No Beeps.
-At this point its board or CPU.
-Clear CMOS Again, Power in press button - No Post / No Beeps / CPU Fan @ Mach 5. Cool.
-Unplug power to the system, remove the nvme (Remeber I tested this NVME SSD - Its working), power in, press button... - Slight Pause / Beep / Asus Splash Screen / AMI Asus warning stuff / Press F1 to enter setup. (HUH...)
-Check bios again, fix settings again, save and exit again - No Post / No Beeps / CPU Fan back at Mach 5.
-Power down system, Okay its time to take off his Cougar Tower cooler, Take out the CPU (I5 10400) - Check the CPU Socket (Looks Immaculate :) - Put the cpu in a spare board (Gigabyte B560M) AAANNNNDDD: The CPU is working just fine. No issues at all. Run Cinebench R23 for 3 passes. Check the voltages and temps. CPU Is all good.

-Take a working I3 10100 from a working system, and put it in the Asus H510, and proceed to have all the same issues from before.

BUT NOW! I know how to get the system to post!
So remove everything from the board except the RAM, 24pin, 8pin cpu power, a CPU and CMOS Battery. Clear the CMOS and Power on, It will Post 100% of the time. But if I exit the Bios. Back to doom - No Post / No Beeps / CPU Fan driving at Mach 5.

So I downloaded the latest Bios, And Flashed that [redacted]. Same things still happening. I have checked voltages, all is good, bios is fine, all the parts in the system is fine, CPU Socket is fine, Physically the board is Immaculate, no warps or bends, no loose or blown caps, Nothing missing.

Wont post or make any beeps with anything more than the bare essentials to make a pc work plugged in. But wont even restart once after a post. Cant boot into windows from NVME or SATA drive. A new bios loaded without any issues. So cant be corrupt bios or bad bios chip.

PLEASE HELP ME.

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

Just my hunch, you're either having a static charge build up issue or your BIOS is corrupt. If you have access to a CH341A BIOS programmer, you could try and reflash the BIOS.
