Question ASUS X470 Prime w/ 2600X won't boot

The system contains the following parts:
ASUS X470 Prime
AMD 2600X
GSKILL Trident Z RGB
GeForce RTX 2080
EVGA 650 B3

The monitor is connected directly to the GPU (which works in my other system)

I'm currently using 1 stick of RAM, also borrowed from a working system.

No hard drives are attached

When I turn on the power supply, some of the motherboard lights turn on.
If the 8-pin cpu power connector is attached, the power button has no effect. However, if it's unplugged, the powerbutton activates all the fans, including those in the GPU, which all spin at full speed. It also starts the RAM RGB.
Pressing the power button again has no effect, so the system must be shut off with the power supply switch.

In either case no HDMI or DP signal is detected.

I read in one forum ( https://community.amd.com/message/2877006?commentID=2877006#comment-2877006 ) that it could be a BIOS compatibility problem, though from everything else I've read, the X470 Prime is supposed to support 2nd gen ryzen.
