I chose the 550 Ti to reduce cost and because the card uses less power, thus it generates less heat. Less heat means it runs cooler. For the same reason I chose the Intel SSD because they generally run much cooler than HDDs, and the prices of HDDs have gone up significantly lately due to the unfortunate disasters overseas. I would have preferred the Corsair Carbide 500R (in white, to give it an essence of cool), but I could only find it for $110 (best price), which would have pushed this build just so ever out of the $1500 limit. However, the 400R is an excellent case, and the H80 helps keep the machine very cool. Considering that the CPU and Motherboard are not geared for gaming, but for high performance computing, I decided to stick to the big guns when it came to RAM. 16GB DDR3 1600 Corsair Vengeance would do good to support the 3930K; and of course, all of this comes together with the Asus Sabertooth X79. Overall, I'd say this is the coolest build I've come up with.

Here is my build. Comes out to $1499.90 without using the mail in rebates or factoring the shipping in. Being that we are designing the "Coolest" system... I think the case is an important factor, which is why I chose the Silverstone Raven (which is a pretty darn cool case). Geforce 550 TI can handle most games fairly well, though not with max settings. I couldn't squeeze the Corsair Force GT in... but the Force Series 3 is still an excellent choice, and honestly probably not even a noticeable difference performance in reality. Last thing was I tried to squeeze in an ASUS brand DVD±RW, but it put me $.90 over... darn. Let me know what you think!

Total price would be $1462.92 without shipping. No rebates, just bundle discounts. The Rosewill THOR V2 with it's large fans will help to shuttle the air out of the case and allow for maximum cooling. This will aid an air based CPU cooler well, which is why I went with the Zalman CNPS12X cooling system. Also, I chose the GTX550 TI instead of a higher end card due to the low operating temperatures, and paired with the large side mounted fan in the case it will make it even cooler.

Total cost on Newegg comes to $1,486.91. Biggest discount is the CPU/mobo combo. With the budget after buying the overpriced CPU, there isn't much to work with. *edit* to include CPU cooler.

This whole restriction of $1500 is retarded. The motherboard looks like it would be a great performer but you can't honestly expect anybody to build a decent rig with $1500 while forcing them to buy a $600 overpriced CPU. The only thing you can get with the remaining budget is literally the bare minimum, especially considering HDD prices right now. A simple bump up to $2000 for a build with this CPU/mobo would make way more sense and would actually be interesting to see the different choices people make. It is forcing people to select a crappy $35 case, something you would never do if you were spending $600 on the CPU.
 
The SB-E CPU's do not include a 'free' Stock OEM HSF as Intel did in the past. Also, the reason the HDD's have gotten so CrAzY expensive is due to Thailand's flooding so we're paying the price of Supply & Demand.
