Question Asus Z690-P with Nivida 1070 (3.0 x16) / 960Pro NVMe. What are the correct PCIE Slots to use to get 16X GPU?

I have a new Asus Z690-P with an Nvidia 1070 whic his a 3.0 x16 card and a Suamsun 960Pro NVMe card.

The Bord has the following PCI Slots.
Slot 1 PCIe 5.0/4.0/3.0 x16
Slot 2 PCIe 3.0 x16_1
Slot 3 PCIe 4.0/3.0 x16
Slot 4 PCIe 3.0 X15_2

NVMe Slots are
M2_1 CPU Controlled
M2_2 Z690 Controlled
M2_3 Z690 Controlled

My first setup was GPU in Slot 2 (PCIEX16(G3)_1) and NVMe in M2_1. GPU-Z shows the GPU only usoing x4 lanes
So I moved the GPU to Slot 1 (PCIEX16(G5)) and left NVME in M2_1. GPU-Z now shows the GPU at x8 lanes
I then moved the NVMe to M2_3 and GPU is still at x8 lanes.

I am really finding this PCIe lane setup a bit confusing reading other post so I am just not sure what is expected.
Based on myt setup, is there anyway to get X16 PCIe lanes on the GPU and should the NVMe be in the M2_1 CPU or M2_3 Z690?

GPU in top slot always. M2 in CPU controlled slot. Don't worry what GPU-Z says.

OK I have the GPU in the top slot which is the 5.0/4.0/3.0 and moved teh NVMe back to M2_1 slot which is the CPU slot.
Strangly enough GPU-Z is now saying GPU is at x16 which the firs time I had this configGPU-Z said x8.

Sounds like this is the most efficient setup, thanks for the quick repsonse.
