ATI Radeon HD 5450

I am running Sony Vegas Pro11 and recently downloaded some NewBlue plugins which do not appear when Pro11 whenI open the package up. NewBlue tells me my graphics driver, which is running on version 8.740.0.0 is out of date and sent me the link for the latest update. When downloaded and installed I am gettingthe blue screen and have to carry ou a system restore. Contacted DELL who inform me that my version is the latest but is 2 years old. Has anyone any ideas. Do I need to upgrade my card and if so what are the implications, power, bios, etc.

use driver sweeper to completely sweep the drivers than download the latest drivers from amd web site and reinstall them.
that should be it
