Question Avid PC Gamer/Enthusiast. Odd issue can't seem to diagnose.

So recently I have been noticing an issue that suddenly just showed up one day. When playing games that are very resource hungry like Red Dead 2 and MSFS. Game will play fine at first then suddenly massive freezes where not only the game will freeze but the entire PC. It will last for about 20 seconds, then let me use the PC again for another minute. But even then the game starts having odd issues like textures/models are missing completely.

I thought temps at first, nope. All temps are normal when it happens. (CPU, GPU, Chipset). So I replaced my SSD entirely. Fresh install of all games and Windows. Same issue, Upgraded to a new Graphics Card, same issue. Got a new higher quality, higher wattage PSU, same issue. I have spent over a thousand bucks now trying to find what the issue is but still empty handed.

CPU: Ryzen 7 3700X Stock Setting (No OC)
RAM: 16GB G Skill Trident Z DDR4
Hard Drive: Samsung Evo 500GB SSD
Graphics Card: Asus Strix Geforce RTX 3070 Ti
PSU: EVGA G6 750W Modular
Motherboard: ASRock B450 Steel Legend

How old is the PSU in your build? As for your motherboard, what BIOS version are you on? You speak of not being on an overclock, got a link to the ram kit you're working with? Did you use DDU to remove your older GPU drivers prior to dropping in the new GPU and then manually installing the latest GPU drivers from Nvidia's support site?

I got a brand new SSD and did a Fresh install of Windows when I got the new Graphics Card. PSU i bought yesterday, brand new. So SSD, Windows, PSU and GPU all brand new, issue still the same as before I replaced them.
