Question Bad Frame Drops 2080 TI with low CPU and GPU utilization

Hello,

I run F ortnite on performance mode on 1440 limited to 98 FPS using Nvidia Control Panel and am getting really bad frame drops. Monitors set at 100 Hz with G-SYNC on. I used a borrowed 1080TI for a couple weeks before I got the 2080TI and I believe it was way more stable. It looks to me like the GPU and CPU arent being fully utilized, so trying to determine what the cause could be.

I have recently upgraded most of the components in my system. I currently have:
CPU: i5-11600KF
RAM: 16 GB DDR4 3200 MHz
MOBO: Gigabyte B560 DS3H AC
GPU: Strix 2080TI
PSU: EVGA Supernova 650 G3 (dont know exact age but many years)

I think the frame drops are caused by the GPU but am trying to figure out how to prove that.

Steps I have taken:

Restarted game
Restarted PC
Clean display driver install using DDU
BIOS update.

was this a used item when you received it?
what would you mean by, "many"?

they do show wear with age, so it could be having trouble keeping up with any high demand.

This is CPU usage over a game. Not sure about the RAM, will have to check in a little bit. I know I have XMP on.

It says Crucial 8GB 2667MHz in the DRAM Status section of the BIOS. Also looks like XMP was disabled so I turned it on. Says XMP - DDR4-3000 on the profile.

if the system is having trouble providing proper power to the hardware then issues can evolve where components cannot function at their peak levels.

do you also experience any random crashing?

Haven’t experienced any yet. Any way I can prove that is the issue?
