Best 3 pin case fans?

I recently built a computer and i was looking to get new fans. I have a asus z97-a motherboard and as it supports voltage control for the fans i dont see why I need pwm fans. So does anybody know the best 3 pin fans possibly under $15

What size, intake or exhaust? If intake is there a fan filter?

The Cougar or Corsair SP120 will work well. The Corsair SP120 work very well with air filters. The high static pressures helps to move air thru the dust filters.
