Hello, What's the best CPU for the R9 380 4 GB, I'm considering the i5 4690, I do not plan to overclock my cpu or the graphics card, Could you please tell me specifically which CPU would work best with it?

If you dont plan on overclocking that cpu is perfect. But you could go a lower cpu such as a i5 4460 and 4590. But right now, that would be the best choice if budget allows it.
