GTX 560 Ti. That's a very decent card, both in performance and price. Though, it requires two 6-pin connectors from the power supply, which one did you choose?
Depends where you are, but right now the HD6970/6950s' are End of Life, having been replaced by the 78xx cards and many e-tailers are discounting heavily as a result.

Personally, being myself in Europe, I saw just the price increase as a result of shortage, not decrease.

Here in the U.K. the opposite is true, 6950s' can be found for less tham 170 Pounds, so it really depends on where the OP is living, but, as you said, the 560Ti is a fine card, and even better if he/she can find a 448 core version within budget.
