Best PC Games for Modding

I actually searched for this on the internet for quite a while, but without prevail. So, heres the question (although you've probably read this form the title): What are the best PC games for modding. Like, what are the games that you've bought, and been really happy with, but the mods just take it that step further. Do not include Minecraft or ARMA II Combined Ops DayZ mod, thanks.

Skyrim, modded textures are just beautiful, more quests and map to explore and also some mods help with a lot of bugs the game has!

Nice. Shall look further into it. Not that I don't love RPGs, but maybe I was thinking along the lines of some kind of shooter/strategy games mod. Sorry I didn't specify that before : P
