Question better cpu or gpu HELP

i want to buy a PC with these specs
16gb 2x 8gb corsair vengance 3200mhz
ASROCK B760 pro rs d4 wifi
powercolor rx6700
team group mp33 pro 512gb
deepcool cc360 argb
but my problem is when it comes to cpu and psu
i could get a i5 12400f with bundled cooler but with a RM650
or i could get a i5 12600KF with Thermaltake UX200 SE ARGB and CX550
