Question BIOS Resets itself when PSU is unplugged

CPU: i3 6100
MOBO: ASUS H110 AM2|
RAM: corsair Vengeance 2*8 GB DDR4 2100
Storage: 1 SATA SSD, 1 HDD
PSU: Brand new chinse PSU
so, Mobo Resets BIOS when PSU is unplugged. when I press the power on button power light comes on then goes off and waits for 1-2 second then it turns on again and says "press F1 to recover bios settings". and I have seen that some of the bios chip retains some of the previous settings even if the bios is reset.
I have changed the BIOS battery. battery voltage read by multimeter is 3.1. where can be the problem?
other than this pc runs perfectly .
 
is the battery a CR2032 3Volt?
is the plus visible on top? maybe you flipped the sides accidentally?

iIs a cmos reset jumper plugged into the CLRTC header?

does the motherboard touch the case?

update the BIOS or reflash it, if the BIOS version is already 4202

just curious, which PSU model is it?
