Question Bizarre video playback issue on my new build ?

Hello all,

I have a very bizarre problem that i have personally never seen and i am at wit's end, its been driving me crazy for past 3 days so hoping you could point me in the right direction.

I have built a new PC with 9800X3D, 64gb DDR5 6000mhz CL30 ram and Gigabyte 5090. I am on
Windows 11 and the system is stable and performing well, but here's the problem:
I have 2 monitors and 1 TV plugged into the gpu, primary monitor is 240hz GSYNC monitor to DP1, 2nd monitor is GSYNC monitor set to 120hz to DP2 and LG TV is 4k @ 60hz into the only HDMI port that the GPU has.

I am on nvidia driver 576.28, this is the ONLY stable driver for 5090 and anything newer has tons of issues so i am not positive whether this problem is driver related.

When i play a video file in VLC, Media player etc. it runs smooth on both gaming monitors but when i drag the window to my LG TV it feels like 10 fps, it is sluggish and stutters weirdly.
I have tried netflix desktop app and stremio and it is the same weird low framerate.
Now here is the funny part, playing a youtube video in Chrome browser is smooth 60 fps!

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:

include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

Try and disable the iGPU in BIOS, then use DDU to remove all GPU drivers(Intel, AMD and Nvidia) in Safe Mode. Then manually install the latest GPU driver sourced from Nvidia's support site in an elevated command, i.e, Right click installer>Run as Administrator.
 
Thank you, I have edited the post to include all components. BIOS is on latest version, iGPU in BIOS has been disabled and AMD software uninstalled with DDU, Only nvidia drivers are installed on version 576.28

I appreciate you don't want to install the latest NVidia driver if you've had problems. I assume you're using the Gaming driver? I prefer NVidia's Studio driver on my video editing rigs, because it's supposed to be more stable. I'm using an RTX3060 and an RTX 4070, so I can't help with specific RTX 5090 problems.

What HDMI cable are you using? Is it HDMI 2.0 or 2.1 compatible? It's probably OK if you can playback Netflix, but worth checking.

What happens if you set the HDMI output frame rate to 30Hz on the TV?

I installed MadVR to augment Media Player Classic - Home Cinema (part of K-Lite codec pack) several years ago. Can't remember why, it's been too long.

Appreciate your response, so the cable is HDMI 2.1 the same cable i used for this TV before on my old PC i just plugged it into the newly built one. I have tried to set the hz on TV to 30hz/29/hz/59hz/24hz and the only thing that is changing is the color format between RGB and YCBR but the video still plays choppy 🙁
 
First two things to try would be dropping the connection to 30Hz to see if there's any change and the other would be to disable one of the gaming monitors to see if that makes any difference (this should not be a problem with a 5090).
I have tried that now and it is still the same, tried 24/30/59/60hz, all the same, now i even tried going to system>display>graphics on that display and i turned off optimisation for windowed games, no joy. I turned off VRR and HAGS - no joy, still the same.
I tried to use a reduction HDMI>DP and plug the TV into my 3rd DP slot on GPU - stil lsame issue, so we can eliminate the HDMI slot for being faulty.
This is really something between the TV and my GPU.

Now i am going to throw a curve ball which will confuse us all even more!
When i play a local shadowplay recording of my gameplay in VLC, it runs smooth at 60 fps!
So i am thinking codecs/formats?
Other video files - stutter
When i play video in chrome - runs fine
when i play netflix in desktop app and drag the window to tv - it seems to run fine!
when i play stremio - stutters!
This doesn't make much sense to me!
 
While it doesn't really make sense to me it almost sounds like acceleration working or not. The reason this doesn't make sense is that you don't have any issues on your two monitors, just the TV. Maybe check CPU/GPU usage when playing back something problematic on the TV and then also check both when playing it on a monitor.

I can't really think of anything else right now as anything related to refresh rate should have exposed itself when you were testing various refresh rates.

My 2017 OLED only works up to 30fps on the HDMI input, but my mains is 50Hz so broadcast TV here runs at 25fps (PAL).

So the TV is 60hz all the time, its a pretty old TV and the previous PC was pushing 60hz through HDMI slot on GPU (rtx 3080) fine, so the TV can handle it, i changed the refresh rate of that display through my nvidia control panel and windows display options, is there an alternative way you are suggesting?

At the moment all I can think of is there's an incompatibility between the new 5090's driver and your TV. The old computer worked fine, so we know the TV and cable are 'OK'.

I jump back and forth between VLC and MPC-HC (in Klite) on my OLED TV. No preference, just some files play back better in a different player (due to codecs?).

As I mentioned, I installed MadVR in Klite and discovered hundreds (maybe thousands) of barely comprensible settings in MPC-HC. Most of these settings are way outside my comfort zone, but there might be a tweak deep inside VLC (or another player) to fix your problem.

There are forums dedicated to home cinema and it might be worth posting on some of them, to find people with greater knowledge. Good luck.

All right, i have made some progress and i dont even understand it tech-wise how that works but i have found a workaround at least!
When i go system>display>graphics on that 3rd display LG TV, i accidentally scrolled up and there is higher refresh rate, i didnt even know the TV had more than 60hz i dont think it has, it was always a 4k 60hz TV but there are 100/119/120hz with asterisk * next to it, so i selected 120hz and applied, the resolution went from 4k to fullHD 1920x1080, and THEN when i drag VLC/Mediaplayer/Stremio/netflix window to that TV its butter smooth!!!!!
So there is definitely something weird going with signal/color range/frame times when using 60hz at 4k with this new GPU/drivers.
Any idea?
