I was prompted while launching cod mw for the first time that I should update my gpu driver (I've had this pc for only slightly under a month) but after I clicked install, the screen went black and hasn't come back since, I waited about 10 minutes then began trying to use other recommended fixes such as try hdmi and displayport, use cpu display, yet none of these worked.
I've powered off and on my pc and all I have still is just a black screen, the fans and rgb are working on all my pc parts yet I can't even get to bios.
CPU: Ryzen 7 3700x
GPU: EVGA geforce rtx 2070 super
MOBO: B450 tomahawk max

Like we mentioned, you d'better visit a PC service technician. Seriously.
Sorry, but it just ain't always the cheap way.

The most chance is, that your motherboard has a problem, most likely irreversible, at least not possible to fix with the easy and conventional methods. If only you had a second way to reset your bios...but u don't have a jumper. I think some motherboards have a substitute of it, though, something like a button-like thing on the motherboard instead. But I still cannot imagine how would the bios be directly affected by a gpu update installer.
The PSU is of high quality, but ofc it may also be the reason.
The other thing that comes to my mind is the processor...but why. The chance is almost the same...
Another things that come to my mind:
So you tried all outputs on both the motherboard and the video card? Then... (assuming you will not break some guarantee sticker or something... it may be good to take the PC to where you took it from if you aren't confident about disassembling it, at least it is new, and they should help u with no touchun ur money).
Maybe something on the motherboard. You can reset bios, tho it's more likely to not do anything. Still, there is a cmos battery, and probably a jumper that you can play with a little (remove+put-back).
Oh, and you can put another cmos battery in. It is a cheap thing, your current may be screwed.
The mobo may be damaged somehow
The PSU may be damaged/ too weak. If you can replace it with some, just to make sure it's not it...if someone can lend you one for a while or you have another. This may help:

If the ram was problematic, you would most likely hear some irritating beep-sound at starting the PC. You still can reorder the ram sticks, I don't have big hopes for this either.
I wouldn't exclude the CPU, but I dunno what happens when cpu crashes, to be honest. But monitoring the temperatures of the cpu and gpu when using them intensively is a good idea when you have the chance to do. Msi afterburner can help. CPUs are smart, though, it shouldn't be it...i guess.
I don't think it can be something with the HDD, bearing in mind u can't reach even bios. Well, I guess there is no such a strong virus in ur PC, huh.

well, u can try to see what happens, if u remove the nvme, and just leave the hdd in, maybe trying what happens when u also put a windows installation disk/usb and start system then. If the hdd has no drivers in, then there is no risk of drivers' conflict.

I removed the nvme and put in a windows intallation usb, but when I turned it on, it was still a black screen, I tried display port and hdmie on gpu and hdmi on mobo
All the fans and rgb on the parts are still working when the pc is turned on btw

If I had a second monitor, or a TV that can receive PC signal, I would try this , too. The monitor may be, tho it's less likely.
See the other things I wrote in the bigger reply of mine, some of them may help.

It's not the monitor, I plugged my xbox into it and it worked fine, I can't take it back to where I got it from, as I bought the parts on their own and built it myself.
I see you mentioned reseting bios, how do I do so, and what would it do? If it removes all of my files, I'm ok with that, I have no personal files on this pc, only games, and common applications.

Bios should show himself even without the nvme. But yes, put it back, why not. It doesn't really matter at this stage.
Bear in mind that, if you replace your power supply, the chances it all to work are 22-45%, if u replace mobo 12-35%, and if u replace them both, it is 70-90% sure that it all will work; the chances of one of them being damaged are a fact.
But let's try the cheap options. Reset bios while the pc is turned off, and then turn it on again. And say what happens.
