Question Black screen, and no mouse or keyboard ?

Having an interesting problem with my PC and need some help. My system will turn on, all lights, all fans, and all usb devices EXCEPT the screen remains black and there's no mouse or keyboard. Replaced motherboard battery, tried to reinstall RAM, cleaned system unplugged and replugged everything. Tried to see what would happen without GPU in the system and still black screened but the mouse and keyboard turned on (weird). Reinstalled gpu and rebooted: black screen all peripherals on except mouse and keyboard. Tried a different pci slot for the gpu and same thing (black screen all peripherals fine except mouse and keyboard again) What would cause this and is there any fixes ?

Please list your full system specs including exact make/model/age of your psu. Is this a new build you built yourself using new parts?

Old build with newer upgrades (built myself)
I7-12700kf new
HP 32GB ram 3200mhz 14CL new
Asrock Z690 Phantom Gaming new
Evga 3060ti new
Evga 750w BS PSU (3-4 years old)
500gb nvme ssd older don’t even remember make
1TB seagate ssd old
(Red vga mobo light on)
Gpu fans still work, just bought it a couple months ago and have no problems with it.
