I made an entire account for this because I haven't been able to find anyone else with the same problem.
The story goes as this. My dad wanted to upgrade his old desktop we got years ago, so I cracked open the old (Very old) case and checked if there was room and the ability to upgrade things like MB,CPU,RAM, and even storage. There was space for all of these things, so I ordered all of these parts excited to upgrade my dads old system.

Parts go as this:
AMD Ryzen 3 3200G (stock cooler)(New)
https://www.amazon.com/gp/product/B07STGHZK8/ref=ppx_yo_dt_b_asin_title_o01_s02?ie=UTF8&psc=1
Asrock B450M/ac BM4 B450 Motherboard(New)
https://www.amazon.com/gp/product/B07SY8CMTX/ref=ppx_yo_dt_b_asin_title_o01_s00?ie=UTF8&psc=1
16 gb 3000 mhz g skill aegis ram (New) (Running at 2933 mhz because of MB and chip compatability)
https://www.amazon.com/gp/product/B01IW7Z66U/ref=ppx_yo_dt_b_asin_title_o01_s01?ie=UTF8&psc=1
300w PSU (came with the original system)
2TB HDD (Came with original system)
Disk drive (Came with original system)
Windows 10 64 bit

In short, today I installed everything into the case and hit the power button. The system ran, so I plugged it into the TV my dad uses as a display for the computer and everything was running fine. The system posted, and I got into windows. I connected to wifi and everything was still running smoothly.

The issue came up when I realized the hdmi cable running into the TV was saying "AMD HD audio Device not plugged in" every time I tried to have audio run through the TV. Instead, audio ran through the front audio jack (which does work). I tried different HDMI cables in case the cable was bad, but it still didn't work. I then checked the HD audio connector on the motherboard, but there was no issue there. Then I looked up solutions online for this and I tried updating audio drivers, I tried running command prompt commands to fix it, and I even uninstalled the audio drivers and let windows reinstall the driver upon a system restart. None of this worked. I consulted a different set of solutions, again, I was told to upgrade drivers, but I had already done that, but there was one more Command prompt I ran and that also did not work. Eventually, I thought maybe the CPU had outdated drivers for the on board graphics, so I tried to update them, and now every time I get a blue screen once I get past the pin entry to enter the account and try to open windows.

I guess my question comes down to this,
1.) How do I fix this bluescreen error it pulls up the code "WHEA_UNCORRECTABLE_ERROR"
2.) How do I fix this issue of "AMD HD audio device not plugged in" (I'm starting to think the MB might have a hardware failure)

Thank you for taking the time to read this in advance :)

Solution
the "whea_uncorrectable_error " usually means some error reading/writing data.
so yes, this could very well be because of bad memory. strange though that it would only affect a single device.

this is running from the motherboard's onboard HDMI port, not a dedicated GPU card?

was the TV previously receiving audio through HDMI?

after having uninstalled/reinstalled drivers a few times conflicts may have arisen.

your best option is probably to try reverting Windows back to previous state before the BSODs started or doing a fresh install.

to fix the audio issues once Windows is fully functional again;
check in Device Manager for any conflicts or errors showing.
and check in Control Panel > Sound to see if the correct audio device is enabled and "Set as Default Device".

I ended up reinstalling windows completely and I can't even get through the windows installation without it giving the error that it was saying before.

have you used Microsoft's latest Media Creation Tool and are letting it boot the system? if so, make sure you choose to delete all partitions on the intended OS drive and format that entire drive.

if the "WHEA_UNCORRECTABLE_ERROR" is coming up while just trying to create the USB installer, use a different computer to create it.

if the message comes up after the USB has been created, system has rebooted, and the installation of Windows has begun, it could be faulty RAM.

I'll do what you're thinking because I have extra ram on deck and also I have a windows creation tool on USB because I'm building my brothers system this weekend (this one will go much smoother I promise/hope lol). If it's not even ram then I may try flashing the BIOS to an updated version to maybe hope that the newer BIOS can work with the newer drivers on the chip. I'm not sure which to do first. Thank you again!

Ok, so I am now back to where I started. I'm trying to ge the AMD HD audio device not plugged in to work. I can finally enter and run windows and install updates etc without crashing. Last time what solved this also caused the whea_uncorrectable_error.

and what does Device Manager show?
It would show the AMD HD audio in there and the Raeltek audio. After reinstalling windows and formatting the HDD like you said I let windows do its own updated and it's now detecting the display for audio, but I'm getting the whea_uncorrectable_error again. I tried a different RAM stick and that one wouldn't even let me get past starting windows. Starting to think it's faulty RAM? Am I right to believe that. I am completely lost this is as far into troubleshooting I've ever gone lol. Thank you again and for your patience I appreciate this.

Yeah it was running from MB.

I decided to scrap this. I have too much schoolwork and not enough time. I appreciate your effort. However, this one will go unsolved.
