[SOLVED] Boot for 3 seconds then restart loop [UPDATE 20th Sept] = Hits BIOS UI then loops

Last night it prompted me to do a windows update on shutdown, so I did.

Now this morning I get the boot for 3 seconds then restart loop.

So far I've played with the seating of my ram sticks and took out my gpu
I've also changed plugs of PSU

Is this a CPU problem? Could it need reseating or isit fried? It's a pretty old rig, 7+ years

Solution
Managed to find the fix for this:

1. Shut off the power supply using the switch on the back of the PSU, wait 10-15 seconds.
  1. Press and hold the case Power On swtich, then while still holding turn on the power supply from the switch on the rear.
  2. Still holding the case power on switch, the board will start, once it does release the case power on switch and shut off the power supply via the switch on the read of the unit. (Do the latter two parts as quickly as you can once the board starts)
  3. The board will shut down.
  4. Turn the power supply back on using the switch on the rear of the unit.
  5. Turn on the motherboard by pressing the case power on button.

Hi, I will try now. Even without RAM Sticks?

Also, this is my current rig:

CPU: Intel Core i5-3570K 3.4 GHz Quad-Core Processor
CPU Cooler: Gelid Solutions Rev. 1 Tranquillo 58 CFM CPU Cooler
Motherboard: Gigabyte GA-Z77-D3H ATX LGA1155 Motherboard
Video Card: Inno3D GeForce GTX 1070
Power Supply: Cooler Master Silent Pro M2 620 W 80+ Bronze Certified Semi-modular ATX Power Supply

I tried this and the loop is still happening.

I have no thermal paste so if I check the CPU and take off the CPU cooler, I won't be able to put it back.

Also could it be a problem with the PSU ? anyway I could narrow down the problem whether its CPU or PSU?

i dont think its (or was at the start) an hardware issue.
it started after windows update right ? no other changes right?
so it must be an os thing (a compatibility issue with your system etc).
try booting in safe mode. if you can do that try and rollback using system restore and run some checking (checkdisk' scandisk etc)

It could be so that something hardware related broke at the same time as the Window Update which was a pure coincidence. If you can’t get to the BIOS then I would guess that it is hardware related and it could be a lot of things, RAM, CPU, Motherboard or PSU.

so ive borrowed parts from my 2nd pc and tried stuff out.

these all use the same RAM stick from my 2nd PC which runs fine
  1. the PSU from my broken PC works with my 2nd PC
  2. My 2nd PCs PSU does the restart loop when I use it on my broken PC
not sure what else to try but my gut feeling is the CPU being the problem.

Before I go off buying a new one, any suggestions on what else to try?

if you can, try the mobo. my friend had this exact issue and that was the issue. it can be the cpu aswell though.

Update, as I still want to revive this rig.

So I've connected one RAM, CPU, cooler, PSU and Monitor. (no hdd plugged in)

1st RAM = Couldn't even get to the BIOS
Swapped to another RAM = I get to the BIOS loading screen then it restart loops, constantly restarting once the BIOS UI shows up.

During each attempt to boot, looking at the fans, it seems like it struggles/takes time to start running.

I have a second CPU i could try? Do you think its worth a go?

edit: ive also cleared cmos by using the cmos jumper
