Question Boot issue - mobo stuck on VGA light whenever Windows is restarted, but boots okay with turn off/turn on ?

Hi All

The system is new, built by me working perfectly while it is on
  • Windows 11
  • CPU - Intel Core i9 - 14900K
  • MoBo - ASUS ROG Strix Z790-H Gaming WIFI
  • GPU - Gigabyte (GA 106-302 Rev:A1) Nvidia RTX 3060 12G GDDR6
  • Memory - 2 x 48GB Kingston DDR5-6400

Issue:
When restart/shut down by me or by the system (like after an update)
boot stuck on mobo light color white (VGA light) (Red Pass, Orange Pass, White Stuck)
The display goes to power save mode and the system not loading

Workaround:
When the system is stuck as described above I do this to start again:
  1. Long press on the computer on/off button - System Shuts down
  2. Wait for a few seconds and press the button again
  3. Boot start (Red Pass, Orange Pass, White Pass, Green Pass)
  4. The display turns on, the boot completes.
  5. Windows loaded

What could be the reason for this behavior?

I had that same issue but with an ASRock board a few years ago.

Fixed it by updating the BIOS.
Hey im having same issue but with AM5 platform 7800x3d cpu

my specs are

7800x3d
1000w corsair psu 80+ gold
rtx 4070
32gb ddr5
msi b650 tomahawk

i previously had aorus board it did the same VGA light and wouldnt boot as long as i had any gpus in pcie slot no matter if it was top or bottom pcie slot

so that means i tried two boards, 4x gpus
i sent my psu on rma with hope its my psu

IGPU works and boots with IGPU only

i tried all the bios versions i downgraded and upgraded and none seem to fix the VGA light
