Question Boot Looping after ReApplying Thermal Paste

So I removed and dusted my whole PC with X Power A-2 Airrow and then cleaned and reapplied thermal paste. It turned on and was working right after I finished and when I turned it off to move it to a different spot, it didn’t boot into windows and has constantly boot looped since.

If needed I can provide specs and pictures.

Is this an Intel or AMD CPU? Did you remove the CPU when cleaning the thermal paste off? If it's Intel, you might need to reseat the CPU in the socket by taking it out and placing it back gently. Before placing the CPU back in the slot, do a thorough check of the CPU socket to see if there are any bent pins in the motherboard socket.
