Question Boot Problem

Hi guys,
My name is Mark and i got a big problem with booting my pc: There is my pc specs
MSI B75MA-P45
ASUS GeForce GTX 1060 TURBO-GTX1060-6G
Intel® Core™ i5-3450 Processor
RAM 16 GB
400 W PSU
I got this PC 2 years and back days it works normally
So i tried everything, i clear Cmos jumper i tried every single ram i tried update bios but i still got this problem but there is a way to boot into the windows and bios still...
I must to turn off PSU then remove the Cmos battery and replace it back turn on PSU and PC start immediately restart and i can choose F1 GO TO BIOS F2 Continue setup
I tried do to something with boot options tried both of my Hard disk [1 is SSD Sorry] i even bought a new Cmos battery. I tried Windows 7, 8.1, 10 same result same problem i tried to update drivers i even tried to update windows nothing helps if it helps and someone will be that nice and helped me out with this problem i can send a video what the PC does.

It wont boot, but if i will be going to sleep i can try it to go off for 8-9 hours

So if u just turn off the PSU it doesnt help
