BSOD Issue all of a sudden when playing games

Recently I a day or two after getting witcher 3 along with the new driver update i have been getting BSOD that are related to the graphics card i beilive or the graphics drivers. It happens on most games i play including skyrim Witcher 3 and CSGO. I have a GTX 970

Specs : MSI GTX 970 , I5 4690k , ASRock H97m Pro4 , corsair 750m

memory dump indicates:
bank 1: 4gb 1600Mhz Team-Elite-1600
bank 3: 4gb 1600Mhz Team-Elite-1600

the bugcheck just shows that the video failed to respond
with a error code indicating that system call failed because it thinks there was not enough resourecs.

The system was up for 5 mins and 12 seconds.
the driver date was:
\SystemRoot\system32\DRIVERS\nvlddmkm.sys Mon May 11 18:59:00 2015

I don't see a obvious solution. Maybe turn of the nvidia streaming service, also go to
windows control panel, find your audio devices and disable any unused audio sources.
IE disable the graphics cards audio support if you don't get sound via your monitor speakers.

both of these would reduce the load on the graphics card.
(this assumes the card is getting proper power and is not overheating and the fans are spinning up to full speed)
 

I went into the BIOS to increase the DRAM voltage, it was above 1.57, It was set to Auto and that was putting it at 1.585 I believe. Because of this is did know what to do and left it as it was.
 


I have disabled Nvidia streaming and disabled a Nvidia Virtual Audio Device (Wave Extensible) (WDM)
 
After following you're steps johnbl I tested it on Witcher 3 and I got the same blue screen as usual as soon as i got into gameplay, I must add that when i got my first Blue screen it was On Witcher 3, it was slightly different, the game was frozen, I could see. The characters in the cutscene's audio glitched out and was making a really loud noise in extreme slow motion, then the screen went black like it usually does with the new Bluescreen's and my PC rebooted. It seems that the Bluescreens become more frequent the more they occured and overtime, it used to be once a day or twice a day, now it is everytime i play Witcher 3 instanly and other games like CSGO, however games like CSGO last atleast 30 mins sometimes. Just thought i should share this extra Infomation.
 
2x4gb 1600 cl11 1.5v team elite

Download HWInfo and run Sensors. Play CS GO for 20 mins. Post the Sensors results - usually 3 screenshots in TinyPic or similar. To see voltages, temps, clocks, etc. To see if you have a hardware problem.

Run Checkdisk on your HDD. Do a Virus Scan. What AV software are you using?
 

Tried to do this, Same bluescreen but after only 5 minutes, A new record for CSGO, seems to just got worse and worse. XD
I Tried yet again and it even Bluescreened trying to Load the map this time, It really is getting more frequent

 
Okay i have played for atleast 2 hours on CSGO now and no bluescreen all of a sudden, i have not changed anything since last night, the only thing that has happened since last night was me shutting down my PC and rebooting my Router.
Edit: computer BSOD again after a couple hours gaming. I am starting to think it is a heating issue or something since resting the PC overnight made it last longer before a BSOD.

More info = I tried playing a really old game (Black and White) this game was made in like 1999, It never Blue screens on this game since it is not very demanding at all. The GPU temps are at 38 for this game
 
Talking to myself a bit here
I have a theory, the first BSOD that occured was different to the all the others i get which are the same, the first BSOD was this -http://i.imgur.com/jjkRQBL.png

Could the first BSOD which mentions something about drivers mess with something and is now the reason my PC keeps BSODing?
 


Your 12v reading is still too low - replace your PSU. See http://www.tomshardware.com/forum/id-2547993/psu-tier-list.html#xtor=EPR-8886
 


Ok after reformatting and playing CSGO the issue persists, So I am guessing it is a Hardware Issue. Are you sure it is the PSU, a bunch of months ago i had a BSOD issue, it was not the same as this however but similar, the issue was when getting in to any game i would get an instant BSOD. I fixed the issue for several months by buying a new PSU, the one i currently have. Now a similar issue has appeared. Surely my new PSU is strong enough, i dont understand. The first PSU i had started to cause BSOD after a month or so, the new PSU starts to cause a BSOD a month or so after aswell.... What is going on if it is the BSOD?
 
I am not sure but I think the spec used to indicate 12V +/- 5%
so a ok range for the 12 volt line would be 11.4V to 12.6V your psu might be on the low end of the range but still within spec.
