Question (Budget) PC Overhaul [pt. 2]

I want to build a new PC in early (~March) 2024. I have not yet gotten into 4k gaming but I would like to play 1080p (or 1440p) games on max settings with a decent framerate (100+ not necessary). That would be the most strenuous use-case. I do not plan on overclocking etc but would like this PC to not need upgrades for at least the next few years.

Even if the PSU was brand new, I'd have suggested to throw it into the bin. That unit is the cause of a lot of headaches.

DDR3 will not work with anything today. Even hardware from 2020 are on DDR4. We're now on DDR5.
