Building a PC for Streaming Video

I want to build a PC for the sole purpose of streaming video content off the internet to my 1080p TV. I have asked around and have been told everything from a basic desktop to a $2500 gaming PC. This PC is not for any gaming; just streaming video. What parts would you recommend? Motherboard? CPU? GPU? RAM? Water cooled or air cooled?

Lol at someone recommending a $2500 PC for watching videos... AMD's APUs have a good built in GPU more than capable of rendering video. Full build here: http://pcpartpicker.com/p/LbRb99
Don't know if you want an SSD, DVD drive, or wifi adapter so I left them off. Also the stock cooler that comes with the CPU is fine.

Thank you so very much!!! I was really having a hard time trying to figure out why I needed 4-5GHz processors, 2 dedicated video cards, and billion GBs of memory to do, what I thought, would be a fairly simple task for a computer. It's also nice to hear that the built in graphics will be enough to reliably stream HD video to my TV. Thanks again!
