Not very well balanced at all. A high power consumption cpu that can hit 200w, paired with a 140w cooler.
You use a fast cpu, and pair it with high volume, slow loading storage, no ssd to kick up the fps.

Solution
I'd totally go for something like this. Board can be changed to a 110 dollars B450 Tomahawk MAX or a cheaper B550. With that amount saved the RAM could be 3600MHz CL16. Lots of changes can be made.
