Building own computer, computer having strange power issues

Hey there, we've just put together the computer, and the power seems to be working, as when we plug in a USB hub there is a red light on it turning on showing that there is power.

All the cords are plugged in correctly to our knowledge, but when we press the start button on the computer nothing happens, it's a blank as in no fans, lights anything. We tried pressing the power button on the motherboard but it still doesn't work.

We've also fairly certain that system panel header is hooked up correctly. So the power button really should be working.

The first time we tried it the light for the power flashed on quickly, and the monitor stopped showing the check signal cable message, but this was for a split second, and it is no longer doing this.

It is also unlikely that the hardware is broken because we bought it new a few days ago.

Is there anything we could be forgetting causing this problem?
 
You can check the psu by shorting the black and green wires (near the middle of the 24pin connector) with a paper clip. If it turns on, it should be okay. If it is, reconnect everything again and try it. If there is still no go, take it out and reassemble outside of the case.
 
There is power to the USB hub, as in the red light for it is on. When I unplugged the 24 pin connector to the motherboard it went off, this would suggest that the powersupply is working?
 


I just read through the steps and tried most things that I thought would be a problem. no luck though. Any other suggestions?
 


I tried doing this, I likely did it wrong though. I connected it to the green, and there were multiple black ones. If it then touched the metal of a black one the fan would get a bit of power, but not very much, it would do about one rotation. If I continually touched the black by removing then placing on again it would spin around, it didn't really make a noise though?
 
I have an update.

If I am to remove the cables connecting the psu to the motherboard (24 pin one) and then plug them back in. Then try powering up the machine the fans will turn on for a split second, before powering down again. The fans for the psu and the cpu both turn on, so I assume both are working correctly, but something else is stopping it from continuing.

Anyone know what this might be?
