Question c: drive doesn't have windows boot manager

Not sure how this began, but my c: drive isn't recognized in bios as a bootable option. I assume this is because it doesn't have windows boot manager, but I don't know how to add it. I am able to boot windows just fine, but I have another drive with windows boot manager, even though it doesn't have windows. Because of this, I can only use my PC when only the 1 drive without boot manage is plugged in.

In summary, I need to know how to add windows boot manager to a drive, as well as how to remove it.
 
I don't think this is the solution to my problem. I checked disk management and my c: drive already has a healthy EFI partition, as well as a recovery partition.
 
So what DOES it say in your BIOS boot list?

Probably "Windows Boot Manager"....?
Literally nothing. When I have my other drive plugged in (the one that doesn't have windows but does have boot manager), there is a menu showing boot priorities (that drive being the only one). When I unplug that drive however, and my windows drive is the only one plugged in, the menu disappears. The BIOS doesn't detect any bootable drives. This is okay for now because it still boots to windows. When both drives are plugged in it tries booting to the drive without windows, saying there was a critical error.
