[SOLVED] Can a bad PSU cause frequent stutters?

Hello, I will keep it brief and say that I am experiencing stutters despite decent fps. The intensity and frequency of the stutters depend on the game. If the PSU is unlikely, then can an SSD also cause stutters? If both of these are unlikely, then what are some common causes for stutters?

No point 13 passes and it's rating your good on ram it's not the ram

I see, well that settles it, its either psu or ssd, since I need a better psu ill just get both. Thank you for the help.
