can corsair 550m run it ?

As for wattage wise, it can run it and it's in spec with a total of about 450w-500w that your whole system needs(max load). I don't really recommend edging near the PSU max wattage, specially since most PSUs are most efficient when they are at about 50% load.
your PSU will have to work at its max rated wattage kind of all the time, so at an efficiency standpoint, it's not gonna be that efficient, thus higher bills for you. it may also wear out/age your PSU quickly as well, compared to running it a couple hundred watts lower than it's rated wattage.

I would recommend a good 650w PSU like this one from Corsair, for efficiency and for minimal issues long term, specially if youre planning on a minor upgrade.

what about cx quality? For like say, I buy rm 650 instead, does it differ that much based on the quality of the power supply? like both cx 650 and rm 650, and the last question about rm650x.

a little bit. the RM, as many places suggest is better quality, but also a bit pricey.

not so much that it would matter to you, but it's upto you since both are great choices.
only that the RM is a bit higher quality
