Can I carry JUST my operating system to a SSD ?

I will be attaching a SSD to my system
And I want to carry my operating system(windows) from HDD to SSD
I will not be tranferring other stuff
1-) Is it possible ?
2-) If so will I be able to reach my files in HDD ?

No.
You can't move just the OS. A couple of applications let you exclude things in your Libraries. Doc/Music/Video. Other than that, everything goes.

Only thing you can do is to clone the entirety of your data. You cannot choose what to copy. Also I would advise to do a clean install of everything.
