OEM MOBOS {Family Line Acer Aspire M} do NOT offer the full CPUID info in their BIOS for even the same family processors. Therefore, unless the Intel Q9650 was an 'optional' CPU with the {Family Line Acer Aspire M} the CPU will NOT be recognized or my simply be dummied down a/k/a a step backwards.

Based upon the Acer Aspire M3630 (4718235886585) Intel Core 2 Duo 2.2 GHz was only listed.

You'll need to contact ACER -> USA http://us.acer.com/ac/en/US/content/contacts or select your Region http://www.acer.com/worldwide/selection.html

My best 'guess' is no that the Intel Q9650 CPUID is incorporated into the BIOS.
