That's just not true. There are no files in %homepath%\Local Settings\Temporary Internet Files so they won't be cleaned as there is nothing to clean. All files are in sub folders of content.ie5. So it does clean content.ie5 but only files that should be cleaned. If IE didn't put them there then it won't remove them. IE considers it put them there if it sucessfully downloaded them (if a user clicks cancel then it won't sucessfully download). Offline Files are also not cleaned. Nor OE temp files.
