No you cannot.

G2A is a grey-market reseller. They purchase (or broker) products from foreign markets where the retail price is lower. Many of the products purchased will be in the form of just a CD key and this CD key may only entitle the purchaser to a foreign copy of the game which may include localization such as foreign languages, censorship, and different art assets.

Furthermore, any Windows licences purchased from G2A are not legitimate.
Look , at the site here people don't tend to trust G2A because of their fishy deals however Borderlands 2 GOTY for 12 bucks isn't fishy as the game was selling on steam for 10 bucks at a point ( GOTY Edition too ) you should be fine .

However be wary of potential scams.
