Can the R5 2400G overclock to over 4GHz? And what would you change?

I'm working on a new experiment. I should probably post this when I have money, but I'm doing it now. I want to know if the Ryzen 5 2400G can overclock to at least 4.2 GHz. This project (or experiment) is what I'd call Project Playbox. Project Playbox is an experiment to see if I can make a small home console (running Linux or Windows 10, it's optional but Windows costs more) for less price than an XBox One, PS4, or Nintendo Switch. Currently the CPU is already faster and more powerful, but I want to experiment. Can I push the CPU to 4.2 GHz or maybe even 5 GHz if I was crazy enough? Not really planning on a liquid solution, but definitely interested in this possible overclock.

Also, what would you change? I want to make this a real project where people pay me to build it for them.

The way it works: People can get a pre-built version, or pay us to build one with set specs and have us ship it to them. These are gaming systems that can work like that, or you can get pre-builts that cost less than a home console (regular or more powerful) and are more powerful. Think I need to work on the regular version.

Added experiment: Make it a laptop-style console (like those XBox 360 laptops you might find if you look them up) with a 1080p or 4K LCD (if any), or none

X version:

Intel Core i3 8350K or AMD FX-4130 @ 4.1-4.8GHz
8, 16, or 32GB DDR4-2400 or DDR3-2400
1TB WD Caviar Black & 128GB M.2 SSD, OR 512GB M.2 SSD
Mini ITX or Micro ATX case
1080p LCD, 4K LCD (if any), or no screen

The questions:

- Can the R5 2400G overclock to AT LEAST 4.2 GHz?
- Can the i3 8350K overclock to AT LEAST 4.2 GHz?
- Are there any budget-friendly (so no i7s, 8th gen i5s, or 2nd gen Ryzen people) processors that could be more powerful?
- What would you change?
- The 4GB version was originally going to have 32-bit Linux but was designed for older games. Should I drop that part of the project?
- Keyboard and mouse PLUS controller support, or just one control support?
- Use custom Linux OS or use a pre-made one, maybe use Windows 10 as a +$99 upgrade?

Any help would be appreciated. This project started in 2015 and we haven't worked on it for 6 months. I need to get back on track, and even try to figure things out.

New Update: I decided to go with the R3 2200G for the 16GB base option, because 16GB DDR4-2400 for $120 was a complete ripoff.

Lol, exactly the reason why I won't build another PC right now. As far as I'm concerned, they're price gouging and I refuse to give them my money. There was an article that came out yesterday predicting ram prices to drop 25% in 2019.

As it achieves 30FPS on Forza Horizon 3.

I get speed has to do with not everything, but it has something on performance.
