That's pretty balanced spec. In most games it should read as normal CPU and GPU usage. The only exception would be games that are mostly CPU dependent, but the majority of games use the GPU more than the CPU.

At first you should at least mention if you've measured usage on both simultaneously while playing? You can do this with MSI Afterburner setting CPU and GPU monitoring to show onscreen.

Usually if the CPU is slowing down (bottlenecking) the GPU, it reads high, while the GPU reads low. This is due to the GPU having to wait for the CPU to send it rendering data.
