Can this GTX 980 build do 4k gaming?

Hi guys, this is my first time trying to build a gaming pc.
Current specs im planning to build:

CPU: Intel Core i7-4790K 4.0GHz Quad-Core Processor
CPU Cooler: Corsair Hydro Series H100i
Motherboard: ASRock Z97 EXTREME4 ATX LGA1150 Motherboard
Memory: GSkill Sniper Series 2x8GB
Storage: Samsung 850 Pro Series 256GB 2.5" Solid State Drive
Storage: Seagate 3.5" 3TB SATA3 7200RPM
Video Card: Gigabyte GTX980 N980G1 Gaming (2way SLI)
PSU: CM Vanguard 850w Full Modular Gold
Case: Corsair Obsidian 750D, with 6 fans (Corsair AF12 - 120mm fan)

I'd like to play this pc on a 42 inch tv. If my current spec lacks the abilty to run Dying Light on 4K Tv at minimal 40 fps, I'd be happy to adjust the specs as long as its not more than 600 usd. But if there 's no problem already, Im sticking to my spec.
If i need more money than 600$ to adjust my spec and play Dying Light on 40fps, I'll be playing the game on 2k then.
One more question please, can 4k TVs be set to run at 2k resolution?
(sorry for my silly question, i live in a second world country).

Also fps drop can be many.happen like thing are rendered,hardware problem,virus,sli problem,and many more. But if you experiencing fps is not +40 you may want disable some fiture like antialiasing and other withiout down your resolution to 2k.

And your second questipn can 4k resolution can be downgrade to 2k.it can in many benchmark they are using one monitor and can be happen in tv too.
I am definitely not an expert, but I think this should be able to run pretty much anything. Only thing I would say is make sure that liquid cooler you have is very good, because you're gonna need a great one with those monster dual 980s, and the 4790k, ESPECIALLY if you overclock. I am not an expert on 4k performance, but I believe you will have 60+ fps at all times unless it is a game bug/issue. Have fun playing!

(And for your second question, I do not know to be honest as I don't have much experience. I would assume so, but I am pretty sure you are not gonna need to switch from 4k :) )
 


I believe he means that the change should not cost any more than $600, that is how I interpreted it at least.

 
Yeah, sorry for being unclear. ruledarkmen is correct.
Im planning to build my pc with specs mentioned above, but if that spec is not enough to run the dying light on 4k tv at 40fps and better, im willing to spend 600-700 more on the pc. If still not enough, I'll be playing on 2k on the original build i mentioned.

Great, thanks dude! But isnt it mentioned 3860 resolution(UHD)?
Anyway, even if it's mentioned my speccan run all on UHD at 40fps+, will it drop sometimes to below 30? I find fps below 30 very uncomfortable
Will there be a big difference of the fps between the UHD and 4k tv?
Also can I set a 4k tv to 3860 resolution?
