Hello, I'm going to make a brand new gaming pc and I have a max total cost of 1800 to spend on my computer. So far i've been searching for components and this is what I have in mind.

Is this a viable build and can I get better with my price range?

Thank you for any help.

The following will be better.

PSU: It seems EVGA and Corsair decided to drop quality this year. I switched for last years model. Which is better.

CPU: If you are getting a Z390 motherboard. You may as well get an unlocked CPU for overclocking. Even with no OC it has better Turbo Boost and base clock.

Heatsink: The one you chose wasn't ideal for your CPU. It may not handle for Turbo Boost for a long time. Let alone any overclocking. I tried to stick with your aesthetic.

SSD: You'll be much happier with a 1TB NVMe SSD. It'll be much faster and huge games will load far quicker. If you need more storage add a secondary HDD.

GPU: A GTX 2070 Super is a much better GPU and fits in your budget. There are cheaper ones. I went with the Strix as I assume you want RGB and for the RGB to sync with the motherboard.

Other parts: You'll get more bang for your buck with other parts changed. I assume you have a design aesthetic which includes a bunch of RGB. Therefore I left them as is.

Solution
A few changes but as SgtScream has suggested, make your budget count....9700K matched to a Gigabyte Z390 Auros Pro Wifi motherboard which has an excellent 12 phase VRM setup that will allow for great overclocks if required and you save a fair bit. Cooling with the 240mm AIO from Cooler Master (You could change to the tried and trusted Dark Rock 4 for $5 more than the AIO). Crucial 1TB NVMe SSD drive which is great value and at a great capacity. And finally the RTX 2080 Super from EVGA which will provide a great gaming experience and will work the 9700K properly!

You could drop down to $1535 by changing the GPU to the Gigabyte RTX 2070 Super Windforce instead but hopefully this gives you some ideas as to what can be achieved with your budget...which is a lot!

That case according to specification supports up to two 240mm radiators. My suggestion would be the following:

Hello thank you so much, I've never mounted a water cooling system before, do i need to buy anything else like liquid? And thank you so much again for the help!

Hi, on the AIO water cooler, no you do not need to buy anything extra at all so no water required. It is a sealed unit that you just install which is also fairly easy. Corsair have some very good You Tube video's showing installation.
