Well, you can, but bad stuff would almost always happen. The standard RGB ports on motherboards are different voltages.

ARGB 3 pin 5 volt, RGB 4 pin 12 volt. (usually)
These are not interchangeable but the do make controllers, adapters for some of them to work.

Extension cables are also made but it still don't change the top statement.
