Cannot connect to network via ethernet from powerline adapter

Hello everyone,

After getting rid of my powerline adapter (which was 10 years old) and replacing it with a new devolo one I am finding that I cannot connect to my network. It shows up with Unidentified Network No Internet Access. I have tried many things but I can still not get an internet connection to work.
My computer is a custom built desktop gaming pc and it runs Windows 7 Ultimate edition. My computer does not have a wi-fi card. The same problem also happens when I try to connect to the wireless network that the powerline adapter provides from my laptop. It continues to come up with unidentified network no internet access.

Update:

My Wi-Fi Router is downstairs, connected via ethernet to the devolo thing which is connected to the mains. Then my computer is upstairs connected to the upstairs devolo thing via ethernet which is connected to the mains.

The devolo model is the 500mbps duo devolo.

Also when I diagnose the network problem it says that the Local Area Connection doesn't have a valid IP configuration.

In the devolo cockpit (the managment software that it comes with) it said that it couldnt find the downstairs devolo adapter (the one that is connected to the router) so I tried moving my laptop downstairs with the devolo adapter to see if it was a range problem or something (I was desperate and just trying anything I could think of) and in the cockpit it could find the devolo that was connected to the router and I connected, so I am thinking that it could be a problem with my mains upstairs but I am still pretty clueless as I shouldnt be having a "range" problem because it is a power line adapter and it should be the same throughout the entire house.

Anyway I will keep trying everything I can think of and any help would be appreciated I will post back if I find a solution. Devolo do actually suggest in their help thing in the cockpit software that there can sometimes be problems with where the adapter is connected in comparison to the desktop ie not on the same extension lead and stuff. I really need some support from devolo to be honest but thats only if it is a problem with the box and not a problem with the "Local Area Connection doesn't have a valid IP configuration" thing.

The powerline adapter has two lights on it and after reading a review it states that the bottom one (the dLan button) which looks like a house flashes when there is no connection available and my one is flashing upstairs which could mean that the plug I am using is not suitable I will try plugs around the house to see if they differ.
