Cannot control fan speeds?

So I have no clue what happeend but I can no longer control any fan speeds whatsoever, not via Corsair Link (have a 115i) nor the AI Suite 3 (ASUS Z-170-A)

Not even in bios it seems to change anything when fiddeling with the fan speeds...

Why is this??

Well, if the Corsair liquid cooling system for your CPU has a "dead" pump, that certainly would cause CPU overheating and make your radiator fans run full speed. To prevent possible damage by overheating, I suggest you get that replaced quickly.

I'm no expert at this kind of thing and haven't tweaked a computer in more than a year, but past experience tells me this is an issue of a pre-programmed behaviour, something like a Smart Fan function of some sort.
On an old Asus Mobo (sometime around 2008) I had a function in the BIOS called Cool&Quiet, which basically monitors the fans automatically (made the computer super quiet on anything except high-end gaming).
Now what I remember from that BIOS, is that the fan speed page and the the setting to put Cool&Quiet were on different pages, my point here is that since you also have an ASUS mobo it might be similar and you might have missed it. The thing about this function is that it disables all outer control of the fans; such as speed and voltage, in my case I used SpeedFan and was unable to control when it was on.
The question here is, what made such a functionality to be activated on its own. Well, it might be through some recent hardware/software update.
Suggestions:
1) Check forums of the Corsair Link and AI Suite 3 for similar issues.
2) Check every page in the BIOS for a possible similar functionality as the one mentioned above. If found, see if it's on and you know that it wasn't active before, then deactivate it.

Again, this is a modest answer to think about till a real expert shows up :)

I have always had the "Q-Fan" on in BIOS, and it even worked after my recent format of the computer(and a new M.2)

There is nothing that really was changed at the time i noticed that my fans is constantly on

Should i turn off Q-fan in bios and try?

Oh! Yes I formatted everything so everything was reinstalled :)

Turns out (very sure) that the pump is defect and thats why the fans live their own life

On my old rig the fan had 3 pins and I replaced it with one with 4-pins, the extra pin is the voltage controller, it's the pin that allows manual control of the fan. Is it possible perhaps that this extra pin is damaged or the wire itself is?
Also sorry but what do you mean by pump? Is it some kind of a water-cooling system?
1 more thing: "lives their own life" = work at 100% all the time, another fixed % all the time, changes automatically, or known?
