Question Can't boot, can't get into bios

I have this computer that more than a month ago had an issue with the motherboard where the computer wouldn't boot so I replaced the motherboard with a slightly updated version, from gigabyte GA z97x gaming gt to GA z97x gaming 7. I installed the cpu and the cooling fan and everything else and when I went to boot, it wouldn't. I would see the post, where you see the option to hit the delete key to get into bios or the f12 key to select the boot devices. Well, no matter how hard and how fast I pressed the keys, it wouldn't go into bios or being up the boot devices. It would just to to a blank screen and I'd see a cursor in the upper left corner and I'd see my mouse moving if I had the mouse plugged in. Not sure what to do.

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:

Motherboard:
Ram:
SSD/HDD:

PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model.

Did you inspect the motherboard's socket for any bent or broken pins? I'm assuming the latter board was bought used hence the inquiry.

BIOS settings related to boot have to be matched between old and replacement motherboard.
You probably had windows installed in UEFI on old board and
on new board system is set to boot into legacy mode.
Adjust BIOS settings to match with old board.
Relevant settings:

BOOT mode - UEFI or legacy/CSM​

SATA controller mode - AHCI(recommended) /IDE/RAID​

Set Fast Boot to disabled,​

Set Secure Boot to disabled.​

Anyway - reinstall is recommended, when changing motherboard.
If you can't fix it by changing BIOS settings, then reinstall windows.
