Question Can't boot into Safe Mode even though WinRe is enabled

So, I've been scouring the internet for solutions, and I could really use some help with this problem. After some hardware issues, I tried to go into WinRe to reinstall my video drivers, only to discover that I couldn't load into safe mode - it just sat there with the Windows logo and no loading circle.

Eventually, I discovered that - likely when I used Easus to transfer my system information from my HDD to a new M.2 SSD - the winre.wim file had disappeared. Managed to recover it by extracting the file from installation media, but still, safe mode does not load. Trying to load into basic safe mode restarts to a black screen (monitor on, just nothing on it), while trying to load into safe mode with networking brings me back to the Windows logo sans loading circle I initially encountered. I really don't know what to do here.

I've checked using reagentc that WinRe is enabled, I ran sfc /scannow with clear results, I tried startup repair to clear results. I even tested my RAM, and it's totally healthy. In the end, I wound up resetting my system to default, and still no dice.

If you have the prior HDD(and assuming your prior mission critical files), I would look at reinstalling the OS at this point, after you've recreated your bootable USB installer.
