I was on my laptop and i ran a program called spybegone and it cleaned the
spyware on my laptop well when i rebooted error messages kept coming up
saying the explorer.exe failed because it couldn't locate a file named
wininet.dll. basically after it starts up windows XP Home edition it has the
desktop background and thats it. The only thing i can do is hit Ctrl+Alt+Delt
and get to the task manager. Just about everything i try and open through the
task manager says it can't because it can't locate wininet.dll. I have no
idea what to do so if you can plz tell me how ti fix the problem or add
wininet.dll back onto my laptop.

Restart the pc and tap / keep repeat tap'ing F8 Function key. Get the selective bootup choices. Select "Safe Mode with Networking".
Hoping that works for you.
If so, use your I.E. browser and only go to Windows Update. Select the Express option ---- hoping that a windows update run will manage to find an update that includes the Wininet.DLL.

This suggestion presumes ( maybe I shouldn't) that you completely cleaned up your malware.
See The Parasite Fight Quick Fix Protocol at <http://www.aumha.org/a/quickfix.htm>

Cleanup tools (if you do not have them) can be gotten while in Safe Mode with Networking ( as long as you are able to load XP there, and log in).

Post back with your status.
