Cant open file?

I can not open any file ,I also can not down load any programe to help due to the same problem.help?

It sounds like a virus. Try running in safe mode, when you turn your computer on, keep slowly pushing F8 until you see a bunch of boot options, choose Safe Mode. You can also try running System Restore.
