Cant open ports no matter i do

I have a problem that i cannot open any port no matter i do, i opened port 25565 in my internet modem ( huawei E5186s - 22a). I went and allowed java.exe and port 25565 in windows firewall inbound and outbound rules and still port isn't open. My ip for accesing modem is 192.168.8.1.

Maybe have your budy remote in and set it up for you?

He tried, nothing worked. I have followed every step in all google searches for opening and running server. Nothing is helping.

Error: I could not see your service on 85.254.177.202 on port (3389)
On both 3389 and 25565. I really want to host a server on any port, but nothing is helping
